Overview

Laws, Rules and Regulations are the tools, through which Policies are being implemented. In the shipping industry, IMO is the main Policy Maker globally, but its resolutions have to become national laws, in order to be applied. Other Maritime Policy Makers (through establishment of Rules and Regulations) are the European Union, the USA and other major countries. But regarding Rules and Regulations these are not the only ones. International Organisations (ILO, ISO) and Industry Organisations (OCIMF, RightShip) are also key players both in establishing regulations and ensuring compliance with them. In this respect the module comprises the following:

• PRINCIPLES OF MARITIME POLICY AT GLOBAL, REGIONAL AND NATIONAL LEVELS
• INTERNATIONAL MARITIME ORGANIZATION (IMO). BACKGROUND AND EVOLUTION
• MAIN IMO CONVENTIONS (SOLAS, MARPOL, STCW)

Meet the Instructor

Spyros Hirdaris is Associate Professor of Marine Technology at Aalto University, Finland and Visiting Professor at Wuhan University of Technology, China. His international career spans for more than 20 years in between academia and industry. He completed his PhD on Naval Architecture at the University of Southampton, UK in 2002. Before joining Aalto university he worked for 14 years for Lloyd's Register internationally and spent short spells with UK based engineering consultancy firms. His educational portfolio includes ship design / dynamics, Maritime Policy and Regulations. In his research he combines knowledge from advanced ship theory and safety science for the prediction of the responses of ships operating in extreme conditions. He also works on de-risking emerging technologies (e.g. big data analytics, nuclear technology, autonomy etc.) for use in the design and operations of safe and sustainable ships. He is Chartered Engineer and Fellow of the Royal Institution of Naval Architects, UK.

This Module Aims to:

√ Introduce students to the overall framework of Maritime Policy at global, regional and national levels.

√ Provide students with understanding of how Maritime Policy is being implemented through Rules and Regulations.

√ Introduce students to the commercial, legal, safety and environmental aspects of shipping, in relation to International Rules and Regulations.

√ Present the Management Schemes, applicable to shipping with particular emphasis on the impacts they have on the shipping industry management practices.

√ Introduce students to risk analysis methodologies.

This Module Aims to:

√ To provide an overview of modern shipping business and management, including commercial, technical and human functions.

√ To provide knowledge of shipping management at a company level.

√ To introduce management concepts, models and tools applicable to shipping companies.

√ To examine the organizational and strategic dynamics of business units in a context of shipping companies, ship-management structures, and performance management methodologies.

What you’ll learn

At the end of the module the learner will be able to:

Demonstrate a systematic knowledge of the entities / parties which exercise Maritime Policy;

Develop a conceptual understanding of the role of the various entities, globally, which affect cargo ships through regulatory requirements;

Evaluate the ever-changing appearance / operational condition of merchant ships, resulting from the application of new rules and regulations;

Apply methods and techniques to review cost, organizational and managerial effects of rules and regulations on ship management companies;

Assess the role of shipping industry organisations in the competitive position of shipping companies in association with the ever-changing nature of Maritime Policy and Regulations.

Based on the Programme Specification, students are formally assessed through the submission of coursework. The forms of coursework depend on the characteristics of each module and may include the following types of assessments: case study, essay, report, dissertation, market analysis, project output, valuation, etc.

In addition each module incorporates multiple self-assessment tests. Self-assessment tests are not part of the formal assessment but completion is strongly encouraged as students will be able to monitor and evaluate their learning process and identify areas requiring improvement.
